Home Buyers Assistance Program Participation Initiative (HAPPI)

This initiative helps first-time homebuyers in designated homeownership zones with up to 20% of the sales price or appraised value (whichever is less) for down payment and closing costs. To be eligible, income cannot exceed 80% of the city's median income, and a homebuyer education class is required.

Mortgage Revenue Bond (MRB) Program

The MRB program offers a first mortgage with optional down payment and closing cost assistance.

MRB Home: A fixed-rate mortgage with a grant that provides up to 9% of the loan amount for down payment and closing costs. It has no repayment requirements.

MRB Assisted: A fixed-rate loan paired with a zero-interest second mortgage of up to 4% of the purchase loan amount. The loan is forgiven after you live in the home for three years.

Eligibility: Generally requires a credit score of 640 or higher, an LHC-approved homebuyer education course, and meeting area median income (AMI) limits.

LHC Resilience Soft Second Program

This program assists first-time homebuyers and those who haven't owned a home in three years, especially in hurricane-impacted parishes. It provides up to $55,000 for a down payment and $5,000 for closing costs as a second mortgage that is forgiven after 10 years if the home remains the primary residence. Eligibility requires income not exceeding 80% of the AMI and purchasing in one of 51 participating parishes.

Keys for Service Program

Essential workers like teachers, first responders, and healthcare employees can receive a forgivable, no-interest loan of up to 4% of the loan amount for down payment and closing costs. The loan is forgiven after five years of living in the home. Both first-time and repeat buyers are eligible if they meet income limits and use the home as their primary residence.
